Cat licensing considered

WEST SPRINGFIELD - The City Council and Board of Health have taken up an issue that could make some cat lovers howl - licensing pet cats. The question arose from a discussion of a public health issue - feral cats. Health Director Jeanne M. Galloway, at a meeting Monday with the Board of Health and City Council, said there are at least seven colonies of feral cats in the city.
